A note is enough.
If we have been introduced, write. A few lines on the matter are more useful than a briefing pack. Say what the decision is, why it will not keep, and whether anyone has already been asked to carry it out.
If we have not met, a mutual introduction is the usual way in. Notes that arrive without one are read. Most supplier enquiries are not answered.
